Structure

The structure of the Agency for Innovation and Technology Transfer includes the following departments: The Technology Transfer Department, Innovational Marketing Department, International Relations and Policies Department, and Innovation Infrastructure Department.

The Technology Transfer Department has been established in order to evaluate, implement, develop and support  technology transfer projects.

In order to achieve the main goals of the AITT, the department performs the following functions:

• Improvement of the legislative and normative framework to support the activities within the Technology Transfer projects
• Obtaining funding for Technology Transfer projects
• Writing and negotiating funding agreements
• Organizing the selection and evaluation process of TT projects
• Analysis of projects with a high potential of TT, estimating future results
• Evaluation of the feasibility and viability of the projects, determining future returns
• Participating in Technology Transfer programmes and projects

Innovational Marketing Department

Innovational Marketing Department has been established to implement marketing policy instruments; monitor marketing activity and ensure the application of national and international legislation; follow marketing ethics; develop the marketing information system, methods of generating and processing data; management of human resources. 

In order to achieve the main goals of the AITT, the department performs the following functions:

• Developing the marketing information system for an objective and efficient comprehension of the internal and external environment; selecting, storing and processing in an adequate form the information required during the decision-making process in marketing
• Planning, organizing, managing and controlling logistics
• Ensuring the application of Labour Law, along with other legislative documents on labour protection
• Ensuring the efficient organization of secretary work

International Relations and Policies Department

The mission of this department is establishing and implementing regulations in the sphere of innovation and technology transfer in Republic of Moldova, as well as developing cooperation relations with other research and innovation organizations abroad.

In order to achieve the main goals of the AITT, the department performs the following functions:

• Elaborating, implementing and improvement of regulations in the I&TT sphere
• Creating conditions for complying with the regulations in force,  including those regarding intellectual property protection
• Initiating and fostering partnerships with similar institutions abroad
• Implementing successful foreign experience in the I&TT sphere in Republic of Moldova
• Promoting the achievements of domestic scientists and researchers in the international business environment  
• Creating conditions, infrastructure and attracting foreign funding sources in order to stimulate the I&TT activity in Republic of Moldova
• Enabling the participation of AITT and ASM institutions in projects and innovation activities abroad
• Maintaining communication with the office of FP7 programme, acting as a NCP

Innovation Infrastructure Department

The mission of this department is implementing state policy in creating and developing innovation infrastructure.

In order to achieve the main goals of the AITT, the department has the following functions:

• Implementation of state policy in the sphere of innovation infrastructure development
• Elaborating proposals for the improvement of the normative-legislative framework in the sphere of innovation infrastructure; elaborating corresponding drafts of methodical and normative documents
• Elaborating and carrying out measures for the creation of a network of innovation structures within the country: science and technology parks,  innovation incubators, innovation institutions; innovation funding, incuding venture; science and innovation associations, as well as other innovation structures
• Selecting the management and members of the science and innovation parks, innovation incubators, innovation associations and structures in accordance to the legislation in force
• Organizing the innovation and technology transfer projects contest within science and technology parks, innovation incubators; performing their evaluation and submitting them for approval to AITT management and the Supreme Council for Science and Technological Development of ASM ; registering them in the State Register of innovation and technology transfer projects; publishing information regarding their registration in the Official Journal of Republic of Moldova
• Establishing the volume of financial resources required for the creation and development of innovation infrastructure; submitting the calculations to the managemen of AITT for examination and to the Supreme Council for Science and Technological Development of ASM for approval   
• Monitoring and evaluating the activity of science and technology parks, innovation incubators, bringing its contribution to their development through the implementation of the policy and strategy on innovation and technology transfer
• Providing methodological support to the managers of science and technology parks and innovation incubators towards framing of operational and development projects of science and technology parks and innovation incubators, from a strategic and science-related perspective
• Managing and controlling the activity of state enterprises, submitted by the Supreme Council for Science and Technological Development of ASM to AITT, in accordance to the legislation in force
• Analyzing the activity of innovation structures abroad, industrial parks and business incubators in Moldova and abroad; writing collaboration agreements with the following structures
• Analyzing investment opportunities for the development of innovation infrastructure and SMEs
• Organizing the foundation of innovation SMEs, their collaboration with other structures in the sphere of science and innovation on the national and international level; attracting potential investors for the evaluation of the rentability of innovation and technology transfer projects
• Elaborating proposals on establishing tax and customs incentives, and establishing preferences for the members of science and innovation parks, as well as innovation incubators; stimulating the foundation of innovation SMEs
• Performing other functions in accordance with the legislation in force in the field of science and innovation
